Workshop on Assessing the Operation of National Copyright Systems

Workshop, discussion and case clinic in the context of the 34th WIPO Standing Committee on Copyright and Related Rights (SCCR) Meeting

A solid information base is a crucial asset in the development of coherent copyright and related rights systems. Efficient copyright policies are based on a profound understanding of the copyright system’s operation and the context in which it operates.

The Center for Cultural Policy Research (Cupore) and the Finnish Ministry of Education and Culture will organize a workshop on May 3rd in the context of the 34th World Intellectual Property Organization’s Standing Committee on Copyright and Related Rights (WIPO SCCR) Meeting.

The workshop will introduce the extensive project, conducted by Cupore between 2009 and 2016 in cooperation with the Finnish Ministry of Education and Culture, which established guidelines for the assessment of national copyright systems’ operation. The Copyright Assessment Methodology was first introduced at a side-event in the context of the last SCCR Meeting in November 2016.

Two handbooks presenting the methodology framework were published in June 2016, together with the results of the piloting of the methodology in Finland. The workshop focuses on the following internationally relevant and topical issues:

  • Guidelines for the assessment of the operation of copyright systems at national level
  • The importance of an information base to support the development of national copyright and related rights policies and strategies
  • Key indicators for recognizing trends and good practices at national level. 

The workshop will include a case clinic session during which participants will be offered advice on the use of the methodology, including its methodology cards and descriptions sheets as well as questionnaires, for their specific needs.  In order to facilitate the discussion, participants are invited to submit their questions ahead of time by email at This email address is being protected from spambots. The Methodology consists of a comprehensive set of guidelines to assess the operation of national copyright and related rights systems. Instructions for making a detailed presentation of a national copyright system and for assessing its operation from different points of view are provided in a structured methodology framework. The methodology framework helps build a broad yet detailed overview of the copyright system, its different elements and different aspects of its operation, therefore serving as a tool in the formulation of copyright and related rights policies and strategies. It can facilitate the development of the copyright system by monitoring its effectiveness from different aspects and by helping to identify areas and solutions for improvements. It is also designed to be modular and can be used to answer specific questions or focus on particular aspects of the system.
