

BACKGROUND INFORMATION
The Foundation for Cultural Policy Research was founded in 2002 on the initiative of the University of Jyväskylä and the Finnish Cultural Foundation. The Ministry of Education and Culture was one of the initiators behind the establishment of the Foundation and is responsible for the financing of its research projects.
The purpose of the Foundation is to monitor developments in both Finnish and international cultural policy and to promote research in the field. To implement its mandate the Foundation maintains a research centre by the same name and is known by the acronym CUPORE. CUPORE’s mandate includes the production and dissemination of reliable information applicable to cultural policy decision making and the promotion of important research and expert opinion by way of research projects and training in the field.
CUPORE is located in Helsinki’s Cable Factory (Kaapelitehdas). It co-ordinates the Foundation’s research and ensures co-operation with other relevant national and international organisations and research institutes. The Foundation operates using a relatively small group of researchers but finances research carried out on a contractual basis at universities research centres and by groups of experts. The foundation also participates in joint international projects for which it seeks financing from the EU, for example.
CUPORE’s board defines the general guidelines of its activities, approves appropriations and financial plans and employs its staff and researchers. The Foundations advisory board evaluates its activities and gives expert advice on research policy. Jaakko Eskola is the Foundation’s attorney/authorised representative.
The Foundation now works in close co-operation with the University of Jyväskylä’s cultural policy studies but also aims to expand its research and expert network and that this network will form the basis for the Foundation’s information production. International meetings involving researchers and experts in the field lay at the heart of the Foundation’s broader activities. CUPORE is a member of the CIRCLE network (Cultural Information Research Centres Liaison in Europe) and works in co-operation with the ENCATC network (European Network of Cultural Administration Training Centres) by way of the University of Jyväskylä.
