

International mobility among artists and professionals in the cultural sector: flows, restraints and facilitating factors (TAKULI)
The project analyses international mobility among artists and professionals in the cultural sector from and to Finland after the country became a member of the EU in 1995. The study covers both outflows and inflows and maps changes in their type, frequency and geographical direction. The changes are explained by the changes in national legislation and financing and special attention is paid to the effects of the implementation of the EU policy of "free movement of persons, goods and services" - one of the fundamental rights of the European internal markets.
First, the project reviewed the relevant EU legislation (regulations, directives and decisions), recommendations and programmes and analysed changes in national and Nordic mobility-related financing and new funding opportunities provided by the EU programmes.
The statistical mapping and analyses of mobility covered the flow of art students, artists' residence activities, share of foreign citizens in the professional associations and unions, orchestras and opera, artist’s visits, touring and participation in festivals, events and exhibitions. Some relevant statistics on the import and export of works of art and cultural goods are also presented. The analyses cover the main types of international exchange and co- production activities carried out within the different frameworks of international cultural co-operation.
The results of the statistical analyses are linked to problems of international migration and mobility such as art students' admission, financing and accrediting and occupational rights, employment, copyright and related rights, taxation and the social security of artists and cultural professionals. In the overall analyses and in the conclusions the results of empirical analyses will be interpreted from a wider analytical perspective on the causes and consequences of mobility: its motivational basis, formation of new types of cosmopolitan artists and the effects of mobility on the career patterns of artists and cultural professionals.
The project has also carried out an Internet survey on the international network relations of Finnish artists and cultural professionals. The survey explored in particular the frequency of participation, potential benefits and usefulness from the point of mobility. The survey results have been published as a separate report.
The empirical results of the project will be published as PDF files on the CUPORE home page (in Finnish) in December 2006. The final report of the project will be published in 2008.
