Cupore is a forum for discussion and debate on cultural policy issues both in Finland and elsewhere in the world. Cupore not only supports and carries out research and development work but also monitors and assesses information from reliable sources, processes that information and transmits it to the relevant bodies and organisations.
What is cultural policy?

Assessing the copyright system
For over 10 years, Cupore has been working at evaluating the efficiency of national copyright systems. A methodological framework was developed to assess the operation of the copyright system in different countries. The framework is mainly designed for research purposes but is freely available to be used by anyone. The methodology is created to support the formulation of copyright and related rights policies and strategies, to increase transparency and to provide an information base for public discussion.
