Basic Arts Education at a Turning Point

Providers and Operating Conditions in Espoo, Helsinki and Vantaa Ahead of Legislative Reform

Finland’s legislation on basic arts education is undergoing its first major reform in more than 25 years. This working paper examines the provider landscape and operating conditions for basic arts education in the Helsinki metropolitan area, in the cities of Espoo, Helsinki and Vantaa, while preparations for the reform are still under way. The study is based on a survey conducted in spring 2026, which received responses from 69 of the 70 institutions providing basic arts education in the three cities.

The working paper provides an overview of the structures, practices and operating conditions of basic arts education in the Helsinki metropolitan area. It covers all nine art forms included in the Finnish basic arts education system and examines both institutions authorised by the Ministry of Education and Culture to receive statutory government transfers and those operating under permits granted by the cities.
Espoo, Helsinki and Vantaa have an extensive and diverse network of institutions, with considerable variation in organisational structures, institutional size, resources and funding. The paper examines, among other topics, the organisation of teaching, staffing, funding, accessibility, and institutions’ views on future opportunities and challenges.

The publication provides up-to-date information on the basic arts education sector at a time when the practical arrangements for implementing the new legislation, and their implications, are still taking shape.
