Expanding the One Percent Rule
The Finnish Ministry of Education and Culture had assigned Cupore to follow the implementation and assess the impacts of one of its key projects of expanding the one percent rule. The project was implemented in 2016-2018.
One of the former Finnish governments’ key projects in education and culture was to facilitate access to art and culture (Read about the implementation of the Finnish Government Programme). One of the aims of the key project was to extend the current principle of investing up to 1% of the construction costs of public buildings in the acquisition of works of art in cooperation with the social welfare and healthcare sector in order to support the welfare impacts of the arts. A new approach linked to the current one-percent rule will be created to facilitate the acquisition of art- and culture-based wellbeing services in the social welfare and healthcare sector.
