Assessment of the Impact of the Luova Verkko Coordination Project
The study conducted by Cupore assessed how the Luova Verkko coordination project, implemented by the Arts Promotion Centre Finland and funded by the ESF+, succeeded in developing the operating conditions of small and medium-sized actors in the arts, culture, and creative sectors in relation to the ESF+ funding instrument.
The impact of the coordination project was evaluated through three themes:
Funding: How has the project succeeded in increasing funding opportunities from the perspective of participating actors?
Project competence: How has the project increased project-related skills and expertise among the participating actors?
Knowledge: How has the project increased actors’ knowledge of the future of the creative sectors’ ecosystem as part of sustainability thinking?
The study identified and assessed both the project’s immediate results and its potential long-term impacts. For the purpose of assessing the short-term impact of the Luova Verkko coordination project, indicators aligned with the project’s key objectives were developed as part of the evaluation. The achievement of the coordination project’s objectives was assessed using both quantitative and qualitative indicators. Based on earlier research conducted at Cupore, the study also assessed the project’s potential long-term impacts more broadly.
The study was carried out in two phases. An initial baseline assessment was conducted at the beginning of 2024, and a final assessment with reporting was carried out in early 2025.

State of Cultural Policy
The goal of the project is to improve the overall understanding of the current state of Finnish cultural policy and to promote evidence-based societal debate. As part of the project, a publication titled State of Cultural Policy 2025 will be produced, and an event with the same name will be organised in May 2026.
