Assessment of the Copyright System to Support Decision-making

The project, conducted between June 2016 and March 2018, aimed to develop the assessment of the Finnish copyright system to better inform decision-making.

The project was based on an extensive methodological work to assess national copyright systems’ operation, carried out in Cupore between 2009 and 2016.

The project consisted in conducting a general analysis of the operation of the Finnish copyright system based on earlier studies by Cupore, and in selecting a core set of indicators suitable for continuous monitoring of the national copyright system’s operation. Additionally, the operation of the Finnish copyright system was assessed from the perspective of good governance.

The purpose of the project was to collect information on the characteristics of the Finnish copyright system and to produce a solid and reliable information base on the system’s operation. The goal was to advance the openness and transparency of the copyright system and to increase the awareness on its operation.
